Abstract
In relation to Roberto Cornelli’s contribution in this journal, the paper seeks to historically contextualize the relationship between the perception of fears aroused by mass migration, political decisions based on security reasons, and crisis or contradictions of constitutional safeguards. By analyzing different historical contexts, the paper seeks to prove how borders control and securitarian policies have often exploited public feelings of fear of immigration which were accentuated, inconsistent with statistics, or artificially spread in order to legitimize popular (but usually ineffective) restrictions.
